Hawksnest Ski and Golf Resort, North Carolina (2002)
Hawksnest is a regional ski and golf resort located in the North Carolina mountains. We were retained for this appraisal because of a recent zoning change that had eliminated virtually all commercial and multi-family-residential development rights for the resort. Closser Associates performed a complete appraisal of the resort under the existing zoning and also as if under the former zoning. In addition, we prepared a preliminary feasibility study for a proposed hotel that is no longer permitted under the new zoning ordinance and also analyzed the ski terrain balance, evaluating several proposals for adding an additional beginner lift and terrain. This assignment was made more challenging from the fact that, due to a dispute with the town over alleged police harassment, the resort had ceased skiing/snowboarding operations as of the 2000-2001 season, opting to operate as a tubing hill only.
